in the translated plans from Littner  , for the stabilizer  draw , show  the legend use 3/32 mahogany  ply  for the cover skin.
I would like to know what say in the original  French plans , I soupouse  should be  2mm okoume ,
Im using  birch , and acording to aditional info I should change 2mm okoume for 1,6 birch if using birch

I am a bit late to answer your question about 3/32 mahogany ply for the stabilator covering. 
If it is similar to my Diamant stab, and I think it is, your can use 1.5 mm birch instead of the 2 mm mahogany but it will be a bit heavier! (and stronger).
